About Cities and Infrastructure for Growth Zambia (CIGZambia)
CIGZambia is a facility that provides high-quality independent technical advice and assistance to Zambian government bodies and private sector organisations engaged in projects/ programmes that help harness the potential of Zambia’s cities and towns to act as drivers for economic growth and job creation. CIGZambia is funded by the UK’s Department for International Development (DFID).
The overall programme objectives are:
- increasing urban productivity;
- improving inclusive access to urban economic infrastructure services;
- increasing investment into urban economic infrastructure services; and,
- enhancing national and regional integration between cities.
About the Role
CIGZambia is recruiting a Senior Resource Officer (Human Resource and Procurement) to support the resourcing of technical assistance projects. This position will work closely with the CIGZambia Component Lead and Operations teams to design and support the procurement processes related to projects for CIGZambia clients (government and private sector).
CIGZambia is a demand-driven programme, and we are looking for a dynamic self-starter who is keen to contribute to bringing together teams that can work effectively to deliver complex and multi-faceted projects to our clients. The ideal candidate will have a keen attention to detail, strong interpersonal skills and the ability to managing multiple tasks to achieve results under tight deadlines.
The Senior Resource Officer will report to the Senior Programme Manager.
Project Responsibilities
The Senior Resource Officer will support the work of the CIGZambia Operations Team, fulfilling a variety of tasks that are critical to the success of the programme:
– Human Resources
- Conduct human resources recruitment, including screening, interviews, due diligence and negotiations
- Prepare draft contracts for consultants and ensure contract compliance
- Maintain and keep up-to-date all human resources files for CIGZambia staff and consultants
- Oversee and quality assure the consultant pool database
- Oversee CIGZambia consultant and staff onboarding and offboarding processes
– Procurement
- Oversee CIGZambia procurement processes, in line with DFID requirements and corporate policies, and in collaboration with CIGZambia Component Leads and Operations team
- Develop and issue Requests for Proposals (RFPs) and support bidder selection process
- Participate in pre- and post-award phases of contracting, including contract administration, negotiations, compliance, ensuring timeliness of deliverables, and closure of contracts
- Ensure value for money is achieved across all CIGZambia procurement processes, including consideration for environmental sustainability and social inclusion
- Maintain appropriate procurement planning and implementation records
– Support the Operations team in other areas as required, including office management, travel and logistics management, IT operations, health and safety, and vehicle control.
Immediate Requirement
This is a Full Time position for one year, with the possibility of extension based on performance.
Key Qualifications
- Bachelor’s Level qualification in Human Resources, Procurement or related field
- A minimum of 6 years’ experience in human resources, procurement and/or contracting, preferably in an international development project / programme context
- Experience in procurement of services, preferably in the context of infrastructure professional services is desirable (including energy, urban planning, water and sanitation, transportation, solid waste management, and project financing)
- Demonstrable skills in human resources management, primarily of high volume of technical experts and professional services
- Exceptional interpersonal skills with diverse and cross-cultural teams
- Detail oriented and highly organised and self-starter
- Strong understanding of integrating environmental sustainability and gender inclusion considerations into procurement and human resources
- Knowledge and experience of donor-funded international development projects / programmes, preferably with DFID
- Demonstrable skills in written and verbal communication and proven reporting writing skills to high professional standards
